INDYCO (Integrated Dynamic Decision Support System Component for Disaster Management) is a decision support system which can 1) react rapidly and dynamically to changing situations during a disaster and 2) handle new disasters for which no contingency plan exists.
The INDYCO system analysed different sensor data and thereby a developed Continuous Situation Awareness/Assessment (CSA) component is able to detect possible dangerous situations (warnings, alarms) in an early stage and informs interested receivers (e.g. disaster control centres or the workflow component of the INDYCO system). In principle, the INDYCO system is adaptable for a wide range of disasters. During the research project we defined two use cases: flood forecasting for small catchment areas and an alpine scenario (mudflow). For the flood forecasting scenario data from a small river in Germany was analysed (water gauge, soil humidity, actual and predicted rainfall). The model for analysing the sensor data is flexibly replaceable. For the alpine scenario historic data is normally not available thus expert knowledge was integrated into the CSA component.
In addition, the INDYCO system contains a workflow component to adapt contingency plans (as workflows) dynamically. Thereby, one can react dynamically to changing situations and gives the possibility to build up new workflows.
Finally, a mobile application simplifies and accelerates the communication between the disaster control centres and the task forces.
