The global economic environment is increasingly shaped by systemic rivalry, strategic state intervention, and geopolitical competition. Europe faces a multitude of external pressures – from economic and technological coercion to cyber threats, disinformation, and hybrid acts of disruption or sabotage. At the same time, it must urgently address structural vulnerabilities and dependencies of its own.
Economic security and resilience must go beyond protection and risk mitigation. They require strengthening industrial leadership, diversifying supply chains and reducing critical dependencies as well as fostering innovation, advancing technological capabilities, and building reliable partnerships. Resilience is not merely the ability to withstand disruptions, but the capability to adapt, reconfigure, and sustain value creation under changing conditions.
